Delta high court building ready May, 2021 — Ochonogor

The Delta Commissioner for Housing, Chief Festus Ochonogor on Thursday said the 6-storey High Court Complex in Asaba would be ready for commissioning May, 2021.

Ochonogor who was in company with Secretary to the State Government, Mr Chiedu Ebie, announced this while inspecting work at the complex located beside the Multi-door court in Asaba.

He told newsmen that regular monitoring of projects was key to the success of the Okowa administration.

The commissioner expressed satisfaction with the level of work done so far on the project and stated that the state government was determined to improve on the institutional framework for housing development in the state.

“We are committed to improving institutional framework through housing provision in terms of office accommodation which is very central because if you need improved productivity from workers you must provide them with a conducive environment to work.

“You are also aware of the State Secretariat building which is another massive one being built by the Okowa-led administration and the target is also to ensure that civil servants have conducive environment for improved productivity.

“We are also starting next week an office apartment complex for the SSG and Chief of Staff because where they are now is temporary.

“The governor has decided that we should have a complex, a very big office for the two which will also have residential apartments not too far from the offices for the two of them.

“This project is a six-storey High Court Complex supervised by the Ministry of Housing and our target is to regularly be on site to see how far contractors have gone and incidentally, the SSG also joined us today as a way of knowing what the state government is doing outside Ministry of Housing.

“Interestingly, the contractor is doing very well because the last time we came here it was not like this,” he said.

Affirming the May, 2021 completion target of the court, Ochonogor said “currently the project is on the fourth floor and with the support of the governor in terms of payments, the contractor will be encouraged to do more and deliver before the date of inauguration.

“The Appeal Court complex is also being supervised by the Ministry of Housing and we are pleased with the comment of the presiding judge in Benin where she expressed gratitude that Delta could muster such massive accommodation for the court in just a few months.

“Regular monitoring of projects is key to our success in the ministry because apart from using the opportunity to identify what they are doing in terms of quality and pace, the contractor will be encouraged that the supervising ministry has come and there is a likelihood of them coming tomorrow.

“He will like to sustain the pace so as not to attract condemnation from the ministry; so it is another way of encouraging them.

“We have our engineers and project consultants always on site but beyond that, the regular supervision keeps everybody on his toes.

“If the commissioner comes and discovers a major defect in supervision which was not earlier reported, our staff will be the first to be held responsible so they are always on top of their job.

“The performance of the contractor is not unconnected with the support from Governor Ifeanyi Okowa. We are happy with what we saw today,” Ochonogor said.
