The Delta State Property Protection Bill has passed through second reading following a motion moved by the sponsor and member representing Ughelli-South, Comrade Reuben Izeze which was seconded by Hon. Samuel Mariere.
Speaking during plenary, the sponsor of the Bill, Comrade Izeze said- “as lawmakers, it is our duty to make laws for the peace, orderliness, welfare and good governance for our people”, adding that the Property Protection Bill seeks to protect our constitutionally guaranteed rights.”
He stated that before now, property infringement were considered as purely civil matters which gave room for spectators, fraudsters to indulge in all kinds of manipulations believing that at worst the remedy to the victim was a civil remedy and this mischief had left people who’s rights has been infringed in relations to properties to be held by litigation.
He explained that Section 9 of this Bill criminalises the act of a lawyer who provided fake power of attorney; it criminalises anyone who illegally sold the property of another. This Bill also seeks to “protect the interest of genuine property owners.” He said.
Hon. Samuel Mariere who spoke in support pointed that the Bill seeks to cure the mischief of people selling landed property to several persons and this Bill prescribed four years imprisonment of such act. He also mentioned that the Bill, when passed into law will abolish illegal collection of levies.
Others who spoke in favour of the Bill include; Hon. Pat Ajudua, Hon. Alphonsus Ojo, Hon. Oboro Preyor and Hon. Peter Uviejitobor.
Thereafter, the Speaker, Rt. Hon. Sheriff Oborevwori, called for a voice vote and the House unanimously responded ‘ayes’,.
The Speaker ruled that the bill be referred to an Adhoc Committee chaired by Hon. Samuel Mariere which is to report back on Thursday 20th July 2017.
The House adjourned sitting to Tuesday, 4th July 2017 at 10.00 am.
